The facility operates 24 hours a day, 365 days a year. ELGAS holds Environmental Protection Authority (EPA) Environmental Protection Licence (EPL) 10698. The Scheduled Activities in the EPL are Chemical Storage and Shipping in Bulk.
The following Pollution Incident Response Management Plan (PIRMP) is a modified version completed in accordance with the Protection of the Environment Operations (POEO) (General) Amendment (Pollution Incident Response Management Plans) Regulation 2012, Chapter 7 part 3A. This website version of the PIRMP has been modified to be available to the public on our website in line with POEO requirements. A copy of the full PIRMP is maintained at the premises in Friendship Road, Port Botany NSW.
The objectives of ELGAS’ PIRMP are to:
- Ensure comprehensive and timely communication about a pollution incident to staff at the premises, the Environment Protection Authority (EPA), other relevant authorities specified in the Act (such as local councils, NSW Ministry of Health, WorkCover NSW, and Fire and Rescue NSW) and people outside the facility who may be affected by the impacts of the pollution incident
- Minimise and control the risk of a pollution incident at the facility by requiring identification of risks and the development of planned actions to minimise and manage those risks
- Ensure that the plan is properly implemented by trained staff, identifying persons responsible for implementing it, and ensuring that the plan is regularly tested for accuracy, currency and suitability.
Authority Contact Details
If the emergency is an environmental incident which causes or threatens to cause material harm to the environment or human health, ELGAS is to firstly call 000 if the incident presents an immediate threat. Fire and Rescue NSW, the NSW Police and the NSW Ambulance Service are the first contacts, as they are responsible for controlling and containing incidents.
If the incident does not require an initial combat agency, or after the 000 call has been made, ELGAS is to notify the relevant authorities in the following order. The 24-hour hotline for each authority is given when available.
If the emergency is an environmental incident which causes or threatens to cause material harm to the environment or human health, the following authorities will be informed immediately:
- Appropriate Regulatory Authority (ARA) is the EPA (131 555)
- South Eastern Sydney Public Health, via Randwick Office (02 9382 8333 B/H) or Prince of Wales Hospital (02 9382 2222 A/H) and ask for Public Health Nurse on call
- WorkCover NSW (13 10 50)
- Randwick City Council (02 9399 0999, or after hours emergency 02 9937 2450)
- Fire and Rescue NSW (000)
Procedure for Notification of Incident to Surrounding Areas
In the event of a significant incident it is important that site neighbours are kept informed of the status of the event throughout the emergency. This gives them the opportunity to take appropriate action to protect their facilities from any knock-on effect, and to evacuate their personnel if required. The ELGAS Emergency Commander is responsible for notifying neighbouring premises via the Port Botany emergency radio system.
The type of information to be given to neighbours will depend on the nature of the emergency. For a potential airborne pollution incident, the initial advice could say:
“Close windows and doors, switch off air conditioners and remain inside.”
While the consequences of most emergency scenarios are expected to be confined within the ELGAS site, it is possible for some offsite impact onto neighbouring premises depending on the type of emergency and prevailing weather conditions.
The largest potential pollution hazards for the site are:
- Release of vapour or smoke to the atmosphere
- Liquid spill to the ground or waterway
In the instance of an air emission pollution incident, neighbours downwind of the release are notified first. If a liquid spill pollution incident occurred the site is contained using absorbent granules or rolls and recovered into suitable containers.
Neighbouring Businesses and Residents
Should an emergency be reported from a neighbouring Port Botany facility, which is deemed to include the Bulk Liquids Berth (BLB) when ELGAS is not the berth operator, and all pipeline corridors when ELGAS is not using its pipeline for transfer, the Rostered Operations Controller is to assess the situation based on the message(s) received, if considered necessary, the ELGAS ERP is to be activated.
Once this has been done, all emergency and evacuation procedures including the notification and evacuation of neighbours are the responsibility of the emergency services.
Initially persons living and working in the vicinity are contacted via the Port Emergency Radio System. Secondly, neighbour notifications and updates during an incident are completed by ELGAS via phone. A complete community contact list including company name, 24 hour contact, personnel position and potential hazards for the site is included below in Table 1.

To assist the ELGAS Emergency Commander to determine the potential for offsite impact, and therefore which neighbouring premises to notify, the emergency procedures in the onsite PIRMP include an assessment of the potential infrastructure likely to be affected by the identified potential major accident events on site. The PIRMP also contains consequence contour maps for all the LPG fire scenarios covered by this emergency plan, to assist in determining the potential onsite and offsite impact of these emergencies.
Evacuation of Neighbouring Premises
It is the responsibility of the Police in consultation with the Fire Brigade, to take any appropriate action such as evacuation of neighbouring premises. ELGAS personnel may assist the decision making process by providing technical information to the emergency services.
With the emergency declared over the ELGAS Emergency Commander will advise other involved ELGAS and contractor personnel by radio and telephone as appropriate. The ELGAS Emergency Commander will also notify neighbours affected by the emergency.
